Granted modifier subterranean_ocean have no effects but that modifier is added just for the flavor.
"Intriguing" option is missing custom text hinting at the follow up event.

Was just about to submit a report on this exact bug: but no point duplicating it.
Can confirm this is still an issue in the Open Beta as of 11/23/22.

An addenum: the "Subterranean Ocean" mouseover/tooltip description directly mentions rich possibilities for study: strongly implying this should give some kind of ongoing research bonus.
Plus, the fact this planetary feature used to (or still does) give +3 Society Research when obtained from a different anomaly, leads me to believe this was meant to give the planet/moon (I got it on a moon around a Gas Giant) a +3 Society research deposit in addition to the lump sum you get if you choose the "Intriguing" option.
Society research is already by far the weakest branch in the game, so from a balance perspective giving more sources of it (which would make the techs in this branch easier to obtain, and thus more cost-effective) should never be turned down.
From a realism perspective, I can't imagine scientists would pop down there once in a submersible or something, instantly discover everything there is to discover, and never ever return for further study. While I like the one-time research bonus (representing the initial burst of research something like this would undoubtedly lead to), there need to be further opportunities for study. And how the other anomaly giving this exact feature does this leads me to believe this was meant for this one as well.
Finally, the "Intriguing" option is currently by far the weakest choice, as this anomaly is typically found and (due to its low level) studied very early-game, when you get a LOT more Unity than research points, due to how much Unity the Politician jobs on your first couple/few colonies give...
TLDR: The event text is not only broken, failing to tell players whether the first option does, it ALSO doesn't give the planet a +3 Society deposit in addition to the later (not hinted at) lump sum, which was probably intended based on how the other anomaly to give this planet feature works... This makes the first option far weaker than the second, even if you could tell what it did.

The "Intriguing" option effects are still missing as of the patch release (11/29). I'm sure it's already being dealt with, but I just wanted to feel special and act as if my mentioning of this was crucial to it getting fixed.

This defect is still present in the 3.6.1 patch from December 6. No mods installed.

This particular issue seems to be affecting more and more events since the December "Orion" update. I have had anomalies, planetary events, even entire situations have absolutely no consequence after the initial firing event. I've had Steam check all files, without any errors identified, and seen a streamer encounter this issue as well. The lack of response by Paradox regarding any of the missing consequences of events suggests they aren't truly aware of this issue; hopefully the next dev clash preceding the release of First Contact will make them more aware of this issue.

Just came across this issue as well, commenting in the hopes the devs actually look at it.

commenting to boost attention to this bug, appears for me, only mod is a visual mod changing the color of gasses on the galaxy map, and that mod never seems to affect anything.

Appears to be working as intended. Selecting "Intriguing" gives a followup event a few days later that grants scaled society research. So it's just a choice between that and scaled unity.

It should really say something other than just being blank (picturing squidward saying "3 days later..." Lol).
